A: The Beijing Municipal Public Security Bureau has released the initial investigation results of the "October 28" incident. The police identified this as a carefully planned, organized and premeditated violent terrorist attack. Such attacks, which target innocent civilians and tourists, are against humanity, society and civilization and should be strongly condemned by all conscientious mankind.

China is a country under the rule of law and the Chinese government protects the rights of all ethnic groups, including their freedom of religious belief, in accordance with law. To severely punish terrorists in accordance with law is a must for upholding the sanctity of law, for maintaining social order and for safeguarding the basic human rights. No single law-based and responsible government would condone terrorist acts.

The Chinese government firmly opposes and cracks down on terrorism of all manifestations. We oppose applying "double-standard" in counter-terrorism or associating terrorism with certain ethnic groups or religions. Some link the terrorist acts of a handful of extremists with ethnic and religious issues or even use this as an excuse to attack China's policies on ethnic groups and religions. Such behavior with ulterior motive is extremely wrong.

I also want to call your attention to the fact that "East Turkistan" terrorist forces have long been engaged in separatist activities aimed at splitting China and establishing the so-called "East Turkistan" state in Xinjiang. They even collude with foreign terrorist forces in an attempt to carry out terrorist activities and sabotage China's development and stability. We hope the international community and all relevant parties could have a clear understanding of it and relevant media could see the truth and facts in an objective, impartial and cool-headed manner in their reports and comments on relevant incidents.

Will China enhance counter-terrorism cooperation with other SCO members?

I want to point out that the UN Security Council has listed the "East Turkistan Islamic Movement" as a terrorist organization. The organization, which is active in South, Central and West Asia, has long been colluding with many international terrorist and extremist organizations to spread violent and terrorist ideas, instigate, orchestrate and carry out terrorist activities in China. It has posed the most immediate and realistic threat to the security of China and endangered the security of other countries and the whole region.

Terrorism is the public enemy of countries throughout the world. To combat the "three evil forces", namely terrorism, extremism and separatism has always been a priority of cooperation among SCO members. Marked progress has been made to cement legal basis, establish cooperation mechanisms and carry out practical cooperation and international exchanges.

The terrorist attack on October 28 shows that terrorist forces are going out of their way to obstruct and sabotage the development and stability of SCO members. China will work with all parties to crack down on the "three evil forces" with increased efforts, so as to safeguard regional peace and stability.

However, some particular media such as CNN is questioning about China's characterization of this incident, criticizing China's policies on ethnic groups and religions and even showing sympathy for terrorists in this case. What is China's comment?

A: With respect to the "October 28" incident of a car running down innocent civilians and tourists near the Jinshui Bridge of Tiananmen Square, the Chinese police's initial identification is that the incident is a carefully planned, organized and premeditated violent terrorist attack.

I want to emphasize that the Chinese government protects the rights of all ethnic groups, including their freedom of religious belief, in accordance with law. China firmly opposes to and severely cracks down on terrorism of all manifestations in accordance with law. We oppose to the engagement in or the support of terrorist activities by any one in any name and the application of "double-standard" in the issue of counter-terrorism. Some people and forces link the terrorist activities by a handful of terrorist extremists against innocent civilians and tourists with ethnic and religious issues and even use this as an excuse to attack China's policies on ethnic groups and religions. We express strong dissastisfaction with such connivance of terrorists. Relevant terrorist activity is a severe crime against humanity, society and civilization and should be condemned by anyone with conscience. Relevant media should tell right from wrong on this issue and cover it with an objective and impartial attitude rather than the other way around.
